Apple has enabled a portal on their own website where they are provided a set of tools with methods to fulfill user requests for data, including batch exports, time constraints, and complete deletion of information stored on your servers. And it is that Apple makes native APIs and web APIs available to its developers to facilitate user access to their stored data.

As we can read, when a user disables a specific Apple ID for a time, the data should not be stored any more until the owner reactivates the account. And that is why Apple provides the possibility of deactivating some CloudKit modules when a user requests it and that the developer does not have legal problems in the future.
