      I would say yes, since it requires at least a Mac from 2011 with El Capitan installed. But it is software with hardware, not just software.

      Mac Requirements
      The Primary Mac must be a 2011 model or newer, and must be running macOS 10.11 El Capitan or later. You may use this Primary Mac for either Mac-to-iPad Mode or Mac-to-Mac Mode.
