The only way to run Windows in Technical Preview is to sign up for Microsoft's Insider program and download the Windows 10 Client ARM64 Insider Preview VHDX file. The new Parallels software will recognize the file and will automatically create the version of Windows 10 valid for the Mac with an M1 processor.
