Apple and Google bet on a decentralized system, while some European countries want a centralized system. Germany has changed its position from the latter to the former.

According to the reports that Apple and Google had prepared in relation to the operation of their joint application, the data would be archived in a decentralized way until the moment it was shared with the health authorities. That is to say, until the user who has installed the application on his mobile, does not notice that he has symptoms and uses the app, the data collected by it is not shared with the servers.

This way is what is called decentralized, some countries did not agree with the operation of the API and, instead, leaned towards the creation of a centralized monitoring system. This means that the contact tracing would be stored in a central server. In this way, health officials could directly observe and contact people suspected of being infected.

One of those countries that had that opinion was Germany. However new news warns that this country would have changed tactic since a Central system approach carries more security and privacy risk. Right now the Minister of the Chancellery, Helge Braun, and the Minister of Health Jens Spahn advised the change.

There is one important thing to keep in mind. This does not mean that Apple and Google will create this application globally. They make available to all states that want the API.
